http://www.phishtracks.com/#shows/1995-12-31/drowned "tease" starts at 11:51 when Fishman drops back into the steady beat. Sounds to me like thw bands noticeds that they were playing it and opted not to "Tease it," and simply abandoned it for Lizards a mere 30 secojnds later. In my opinion, a true tease would have gotten more "buy-in" from the band, and, in turn, the audience. The FOTM lick is played, then abandoned, not "Teased."
That's where the very brief teaselet is abandoned. From ~11:45-11:51, Gordeaux plays the FOTM bass riff about 1 1/2 times. There is no denying that he plays it note-for-note once through, and then he starts the riff again but abandons it as Fishman settles into a new rhythm. The bass riff follows a few bars of Trey soloing that loosely matches the feel of FOTM. That context makes it seem like an intentional mini-tease, but whether or not it was deliberate is anyone's guess.
